How to compare the states
- The bills leave out electricity duty and the monthly fuel surcharge. In some states these add a lot to the bill.
- Some states moved part of the fuel cost into the tariff. For example, Assam did this in July 2024. Its tariff then rose more than the bill that homes felt.
- Some orders set the fixed charge per kVA. For this 2 kW home we take 2 kVA.
- Some states bill every two or three months. We show the bill for one month, so all states compare.
- We read some orders from scanned copies. Each state page lists them, with everything else we could not confirm.
- “In today’s rupees” uses the consumer price index of MoSPI (all India, general), the average of each financial year. For 2026-27 we use April to September.

Questions
Which state has the cheapest electricity tariff for homes?
For 200 units a month, Dadra & Nagar Haveli and Daman & Diu has the lowest tariff bill today, ₹455, and Maharashtra the highest, ₹1,936. Free-unit schemes can make what homes pay lower than the tariff.
Has electricity become more expensive than other things since 2015?
In 10 of 36 states, yes: the 200-unit tariff rose faster than the consumer price index (+63%). In the other states it rose more slowly, or fell, after inflation.
Why do the bills differ so much between states?
Each state regulator sets its own tariff from the costs of its discoms. Slabs, fixed charges and State subsidies also differ. Duty and fuel surcharges, which this page leaves out, differ too.
