How we work it out

  • One home: urban, single phase, 2 kW. It uses 100, 200 or 300 units a month.
  • The bill is energy charge plus fixed and customer charges, from the tariff in each order. It does not include electricity duty, tax or fuel surcharge.
  • “In today’s rupees” uses the consumer price index of MoSPI (all India, general). We use the average of the months of each financial year. For 2026-27 we use April to September.
  • We read some orders from scanned copies. The table marks these periods.

Fuel surcharge

DERC lets Delhi discoms charge up to 17.94% FPPAS for June 2026 power cost, for one month

DERC · F.3(758)/DERC/Tariff-Engg./DERC/2025-26, order dated 10.08.2026 (relaxation under Regulation 172)

On top of the 10% cap, DERC allowed BRPL 7.94%, BYPL 7.43% and TPDDL 8.50% extra, so the total fuel and power purchase surcharge on a home's bill may be 17.94% (BRPL), 17.43% (BYPL) and 18.50% (TPDDL) for a period of one month from the order. Similar orders were issued on 10 June 2026 (April cost) and 10 July 2026 (May cost). The surcharge is a percentage of the energy and fixed charges billed.

DERC · Notification F.3(758)/Tariff-Engg./DERC/2025-26/8553 - DERC (Terms and Conditions for Determination of Tariff) (Second Amendment) Regulations, 2026

FPPAS is now calculated and billed automatically each month by the discoms by a set formula, two months after the power is bought, without waiting for DERC approval. It is charged as a percentage of the energy plus fixed charges and is capped at 10% in a billing cycle; any excess is carried forward. The regulations apply from 1 June 2026 for power bought from 1 April 2026. The notification date is not shown in the copy read.

What we could not confirm

  • We did not find the Delhi Government subsidy orders for 2016-17 to 2019-20 on official websites.
  • We did not find the Delhi Government order that started free electricity up to 200 units a month. No official document gives its start date.
  • No official document gives the rates that Delhi homes pay after the subsidy. So we show only the tariff.
  • We read the start dates of the orders from scanned copies.
  • Our figures leave out the 8% surcharge, the pension trust surcharge and the power purchase cost adjustment that changes each month.

Questions

How much has the electricity tariff gone up in Delhi since 2015?

For 200 units a month, the DERC tariff went from ₹840 in 2015-16 to ₹640 in 2026-27, −24%. Prices in general rose +63% in that time, so the tariff fell 53% after inflation.

Why has the Delhi tariff not changed since 2021?

DERC has made no new home tariff after the 2021-22 order. Its later orders keep the current tariff. The surcharges on top of the tariff still change.

Does the Delhi Government pay part of the bill?

Yes. Delhi Government Economic Surveys state that homes using up to 200 units a month get free electricity. Homes using 201 to 400 units get a subsidy of up to Rs 800 a month.

How does DERC set the fixed charge?

Since September 2017, DERC sets the fixed charge per kW of sanctioned load. A 2 kW home pays Rs 20 a kW, or Rs 40 a month.

Are electricity duty and fuel surcharge in these figures?

No. The figures show energy, fixed and customer charges only. Your bill also has electricity duty or tax, and a fuel surcharge in most months.
