How we work it out

  • One home: urban, single phase, 2 kW. It uses 100, 200 or 300 units a month.
  • The bill is energy charge plus fixed and customer charges, from the tariff in each order. It does not include electricity duty, tax or fuel surcharge.
  • “In today’s rupees” uses the consumer price index of MoSPI (all India, general). We use the average of the months of each financial year. For 2026-27 we use April to September.
  • We read some orders from scanned copies. The table marks these periods.

APERC Fourth Amendment (Regulation No. 2 of 2023): DISCOMs recover or refund FPPCA monthly, with annual true-up by APERC

APERC (Regulation No. 2 of 2023, fourth amendment to Regulation No. 4 of 2005) · APERC Regulation No. 2 of 2023

DISCOMs may automatically recover or refund the fuel and power purchase cost variation every month, subject to an annual true-up. The same per-unit rate applies to all categories and the State pays for subsidised ones. In 2023-24 the DISCOMs billed a flat Rs 0.40 a unit every month provisionally. The date given is the first month covered by the 2023-24 true-up; the regulation's own notification date was not read.

What we could not confirm

  • Before April 2021, the orders set a monthly minimum charge for homes. We could not read that table, so our bills leave it out.
  • From 2016 to 2022, the rate depends on the group of the home. Our bills use Group B for 100 and 200 units, and Group C for 300 units.
  • Some pages of the 2022-23 and 2023-24 orders exist only as scanned copies. We read the rates from them and checked them against later orders.
  • Fuel and true-up surcharges are extra, for example about 46 paise a unit from December 2024 to November 2026. Our figures do not include them or electricity duty.
  • We found no State free-units scheme for all homes in the orders we read.

Questions

How much has the electricity tariff gone up in Andhra Pradesh since 2015?

For 200 units a month, the APERC tariff went from ₹655 in 2015-16 to ₹937 in 2026-27, +43%. Prices in general rose +63% in that time, so the tariff fell 13% after inflation.

What were Groups A, B and C?

From 2016 to 2019, APERC put each home in a group by its use in the year before. Group A used up to 900 units a year, and Group B up to 2,700 units. From 2020, the use in the month set the group. APERC removed the groups in April 2022.

When does APERC change the tariff?

Each APERC order applies from 1 April for one financial year. The home tariff has not changed since 1 April 2022.

Are electricity duty and fuel surcharge in these figures?

No. The figures show energy, fixed and customer charges only. Your bill also has electricity duty or tax, and a fuel surcharge in most months.
