How we work it out

  • One home: urban, single phase, 2 kW. It uses 100, 200 or 300 units a month.
  • The bill is energy charge plus fixed and customer charges, from the tariff in each order. It does not include electricity duty, tax or fuel surcharge.
  • “What a home pays” uses the rates after the Government subsidy, as the subsidy orders state them.
  • “In today’s rupees” uses the consumer price index of MoSPI (all India, general). We use the average of the months of each financial year. For 2026-27 we use April to September.

FY 2022-23
Government scheme

Himachal Government free electricity up to 125 units a month for domestic consumers from 1 July 2022

Government of Himachal Pradesh / HPERC · HPERC Supplementary Order in Petition No. 02 of 2022 dated 05.07.2022; GoHP letter MPP-C010/5/2021-Loose dated 02.07.2022 · order dated 5 July 2022

The State Government announced free electricity for domestic consumers using up to 125 units a month from 1 July 2022. Above 125 units the whole consumption is billed at the subsidised tariff approved by HPERC. HPSEBL's later submissions describe the State as subsidising domestic consumers up to 300 units, with usage up to 125 units billed nothing.

What we could not confirm

  • No official document states what homes pay after the State subsidy in 2025-26 and 2026-27. HPERC set these tariffs without a subsidy.
  • HPSEBL told HPERC that the State helps homes up to 300 units, with 125 units free. We did not find an official table of the rates homes pay.
  • From April 2025 the order no longer shows how to bill across slabs. We charge each slab rate only on the units in that slab, as in earlier orders.
  • We found no separate order for 1 April to 30 June 2019. We take the 2018-19 tariff as in force until 1 July 2019.
  • Our figures leave out electricity duty, the fuel cost adjustment and meter rent.

Questions

How much has the electricity tariff gone up in Himachal Pradesh since 2015?

For 200 units a month, the HPERC tariff went from ₹818 in 2015-16 to ₹1,207 in 2026-27, +48%. Prices in general rose +63% in that time, so the tariff fell 10% after inflation.

Why is what a home pays lower than the tariff?

The State Government pays a subsidy on each unit for homes. Since 1 July 2022, homes that use up to 125 units a month pay nothing.

What changed for homes using more than 125 units in July 2020?

The State cut its subsidy for these homes. From 1 July 2020 they paid Rs 1.85 a unit for the first 125 units and Rs 3.95 for units 126 to 300.

Are electricity duty and fuel surcharge in these figures?

No. The figures show energy, fixed and customer charges only. Your bill also has electricity duty or tax, and a fuel surcharge in most months.
