How we work it out

  • One home: urban, single phase, 2 kW. It uses 100, 200 or 300 units a month.
  • The bill is energy charge plus fixed and customer charges, from the tariff in each order. It does not include electricity duty, tax or fuel surcharge.
  • “In today’s rupees” uses the consumer price index of MoSPI (all India, general). We use the average of the months of each financial year. For 2026-27 we use April to September.
  • We read some orders from scanned copies. The table marks these periods.

On the department's petition the Commission allowed the retail tariffs fixed on 31 May 2018 to continue for FY 2019-20 to FY 2023-24, so homes saw no change (domestic Rs 4.00 a kWh). A 22 March 2024 order extended this tariff order.

What we could not confirm

  • We found no order for 1 April to 31 May 2018. The rate was Rs 4.00 before and after, so the bill does not change.
  • We read the figures of the 2019, 2023, 2025 and 2026 orders from scanned copies.
  • We did not open the extension order of March 2024. We do not know its exact end date.
  • A single-phase home also pays a meter rent of Rs 16 a month. Our bills leave it out.
  • The orders give no fuel surcharge or electricity duty rate. We found no State free-units scheme for homes.

Questions

How much has the electricity tariff gone up in Arunachal Pradesh since 2015?

For 200 units a month, the APSERC tariff went from ₹800 in 2015-16 to ₹880 in 2026-27, +10%. Prices in general rose +63% in that time, so the tariff fell 33% after inflation.

Why does every unit cost the same in Arunachal Pradesh?

APSERC sets one flat rate for all units a home uses. There are no slabs, so a home that uses more pays the same rate for each unit.

Why did the tariff not change from 2019 to 2024?

APSERC issued no new tariff in these years. The Commission did not work from January 2020 to July 2023, so the 2018-19 rate continued.

Are electricity duty and fuel surcharge in these figures?

No. The figures show energy, fixed and customer charges only. Your bill also has electricity duty or tax, and a fuel surcharge in most months.
