The national rules
- The Ministry of Power rules of 2020 say that a new connection gets a smart prepaid meter or a prepaid meter, unless the State Commission approves an exception.
- The 2023 amendment (rule 8A) brings time-of-day rates for homes with smart meters. In peak hours the rate is at least 10% more; in the 8 solar hours it is at least 20% less. This applies to the energy charge only.
- Each State Commission sets its own hours and rates. Some states have not applied rule 8A to homes yet. Each state page shows what its order says.
“No connection shall be given without a meter and such meter shall be the smart pre-payment meter or pre-payment meter. Any exception to the smart meter or prepayment meter shall have to be duly approved by the Commission.”
