How we work it out

  • One home: urban, single phase, 2 kW. It uses 100, 200 or 300 units a month.
  • The bill is energy charge plus fixed and customer charges, from the tariff in each order. It does not include electricity duty, tax or fuel surcharge.
  • “What a home pays” uses the rates after the Government subsidy, as the subsidy orders state them.
  • “In today’s rupees” uses the consumer price index of MoSPI (all India, general). We use the average of the months of each financial year. For 2026-27 we use April to September.
  • We read some orders from scanned copies. The table marks these periods.

What we could not confirm

  • No official document states what homes paid after the State subsidy in 2018-19. The State paid a subsidy that year.
  • For 2015-16 and 2016-17, we read only the orders for South Bihar. BERC sets one tariff for both companies, but we did not check the North Bihar orders.
  • For 2019-20 and from 2022-23, we took the rates from the BERC tariff charts, not from the full orders.
  • The 2021-22 order prints the top slab as 'above 300 units'. The BERC chart and the company notices say 'above 200 units'. We use 200.
  • Above 125 free units, the State says homes pay the 'existing subsidised rate'. We use the rate for units above 100. We use July 2025 as the start of the scheme.

Questions

How much has the electricity tariff gone up in Bihar since 2015?

For 200 units a month, the BERC tariff went from ₹735 in 2015-16 to ₹1,644 in 2026-27, +124%. Prices in general rose +63% in that time, so the tariff rose 37% after inflation.

Why is what a home pays lower than the tariff?

Since April 2017, BERC sets the full tariff. The State then pays part of each unit under the Mukhyamantri Vidyut Upbhokta Sahayata Yojana. In 2026-27 it pays Rs 3.30 a unit.

Who gets 125 units free in Bihar?

From July 2025, every home gets up to 125 units a month free. A home that uses more pays for the units above 125, and the full fixed charge.

When does BERC change the tariff?

Each BERC order applies from 1 April for one financial year. The 125 free units started in July 2025, without a tariff change.

Are electricity duty and fuel surcharge in these figures?

No. The figures show energy, fixed and customer charges only. Your bill also has electricity duty or tax, and a fuel surcharge in most months.
