How we work it out

  • One home: urban, single phase, 2 kW. It uses 100, 200 or 300 units a month.
  • The bill is energy charge plus fixed and customer charges, from the tariff in each order. It does not include electricity duty, tax or fuel surcharge.
  • “In today’s rupees” uses the consumer price index of MoSPI (all India, general). We use the average of the months of each financial year. For 2026-27 we use April to September.
  • We read some orders from scanned copies. The table marks these periods.

What we could not confirm

  • We could not open the HERC orders. All figures come from DHBVN and UHBVN sales circulars that copy the HERC schedule.
  • We read most figures from scanned copies of the circulars.
  • The 2025 circular does not say which class a 2 kW home using more than 100 units joins. Our bills for 200 and 300 units from April 2025 are not confirmed.
  • The Government subsidy of October 2018 had conditions, for example no unpaid bills on 30 June 2018. We did not find whether it continued after May 2020.
  • Until March 2025 a home paid at least a minimum charge, Rs 230 a month for 2 kW. Our 100-unit bill from June 2020 is this minimum charge.
  • Our figures leave out the fuel surcharge, electricity duty and municipal tax.

Questions

How much has the electricity tariff gone up in Haryana since 2015?

For 200 units a month, the HERC tariff went from ₹925 in 2015-16 to ₹705 in 2026-27, −24%. Prices in general rose +63% in that time, so the tariff fell 53% after inflation.

What was the monthly minimum charge?

Until March 2025, HERC set no fixed charge for homes. A home paid the energy charge or a minimum charge, whichever was higher. For a 2 kW home this was Rs 230 or Rs 250.

Did the Haryana Government pay part of the bill?

From 1 October 2018, the Government cut the rate for the first 200 units to Rs 2.50, for homes using up to 500 units. Homes using up to 50 units paid Rs 2.00.

Why does the rate depend on total use?

Until March 2025, HERC put a home in a class by its total use in the month. A home using more than 100 units paid the higher class rates from the first unit.

Are electricity duty and fuel surcharge in these figures?

No. The figures show energy, fixed and customer charges only. Your bill also has electricity duty or tax, and a fuel surcharge in most months.
