How we work it out

  • One home: urban, single phase, 2 kW. It uses 100, 200 or 300 units a month.
  • The bill is energy charge plus fixed and customer charges, from the tariff in each order. It does not include electricity duty, tax or fuel surcharge.
  • “What a home pays” uses the rates after the Government subsidy, as the subsidy orders state them.
  • “In today’s rupees” uses the consumer price index of MoSPI (all India, general). We use the average of the months of each financial year. For 2026-27 we use April to September.
  • A three-month bill is 3 times these figures. The slabs apply to the units of the whole bill.
  • Some orders set the fixed charge per kVA. For this 2 kW home we take 2 kVA.
  • We read some orders from scanned copies. The table marks these periods.

WBERC Tariff Regulations 2026: monthly automatic FPPAS replaces case-by-case approval

WBERC · Regulation No. 82/WBERC (WBERC Terms and Conditions of Tariff Regulations, 2026), Schedule 4

New regulations make the fuel and power purchase adjustment (FPPAS) automatic and monthly from 1 Aug 2026, billed in the (n+2)th month and trued up annually. If FPPAS is 5% or less it is recovered in full automatically; above 5% the first 5% plus 90% of the balance is recovered automatically, and carry-forward is allowed only if FPPAS exceeds 20% of approved tariff, for at most 2 months. WBSEDCL's own MVCA page has posted no figure since January 2022, so no current value is available.

Domestic (rural and urban) gross rates and the Rs 30/kVA/month fixed charge are the same as in FY 2024-25. Homes using up to 300 units a month still get the State Government subsidy, so the net rates are lower. Rates exclude MVCA. Prepaid meters get a 3% rebate on energy charge.

What we could not confirm

  • WBSEDCL bills homes every three months, and the slabs are for three months. Our bills show the cost per month.
  • WBERC sets the fixed charge per kVA, and no document states the kVA for a 2 kW home. We take 2 kVA, so the fixed charge is Rs 60 a month since April 2023.
  • From April 2016 to March 2023, the State paid a subsidy for homes up to 300 units a month. No official document states what homes paid, so we show the tariff only.
  • WBERC issued the orders of 2015, 2016 and 2021 after the start of the year. Until each order, homes paid the old rates plus a fuel charge.
  • We read the orders for 2016-17 and 2019-20 from scanned copies.
  • We found no tariff order for 2026-27. The 2025-26 order stays in force, and the rates for urban homes have not changed since April 2023.

Questions

How much has the electricity tariff gone up in West Bengal since 2015?

For 200 units a month, the WBERC tariff went from ₹1,289 in 2015-16 to ₹1,433 in 2026-27, +11%. Prices in general rose +63% in that time, so the tariff fell 32% after inflation.

Why is what a home pays lower than the tariff?

The Government of West Bengal pays part of the bill for homes that use up to 300 units a month. Since April 2023, it pays 74 to 96 paise a unit and Rs 10 per kVA of the fixed charge.

How often does WBSEDCL bill a home?

Every three months. The slabs are for three months: the first 102 units, the next 78 units, the next 120 units, and so on.

What is Hasir Alo?

Hasir Alo is a State scheme for very small users. Homes in it that use up to 75 units a quarter get free power. This page does not show this separate category.

Are electricity duty and fuel surcharge in these figures?

No. The figures show energy, fixed and customer charges only. Your bill also has electricity duty or tax, and a fuel surcharge in most months.
