Why is there a security deposit on my Rajasthan electricity bill?
Your discom keeps a security deposit equal to about two months of your bills. At the start of each financial year it may compare the deposit with your last 12 months. If the gap is large enough, it asks for additional security.
- Reviewed every year (at the discom's option)
- Top-up: additional security
- Prepaid meters: no deposit

How JVVNL / AVVNL / JdVVNL reviews the deposit
- The discom may review the security at the start of each financial year.
- It uses your average actual consumption for the preceding 12 months.
- The required security covers 2 months of normal billing.
- Additional security = required security minus the security held.
- The discom asks only if the gap is more than Rs 500 or 10% of the existing security, whichever is more.
- You get 30 days from the notice to pay.
- Before it stops supply for non-payment, the discom must give you 15 days' notice.
If you hold more than needed
- The same threshold applies to excess: more than Rs 500 or 10%, whichever is more.
- The discom refunds the excess through your bills or otherwise by the end of September of the next year.
- After that, it pays interest at the bank rate plus 2% a year from 1 October.
Deposit for a new connection
- A home pays a provisional security of Rs 250 per kW of the connected load you apply for.
- If you are not the owner of the premises, you pay double.
- After the first 12 months, the discom fixes the final security at 2 months' average consumption.
- Some households have a different rule.
Interest and prepaid meters
- The discom pays interest at the Bank Rate on 1 April of the year, rounded to the nearest rupee.
- It credits the interest by the end of July of the next financial year against your charges.
- If it is late, it pays bank-rate interest on the unpaid interest from 1 August.
- That month's bill shows the deposit and interest details.
- The discom collects no security if you take supply through a prepaid meter.
What we could not confirm
- We found no official notice of the bank rate for 2026-27.
- The rules do not say if you can pay additional security in instalments.
- We found no official sample bill that shows the deposit label.
