The steps, in order
Complain to your discom
- JVVNL consumers call 1912 or 1800-180-6507, or send a WhatsApp or SMS to 9414037085.
- Write down your complaint number.
- If the discom or its IGR Cell does not solve it in time, go to the forum.
- You can also go to the forum directly.
Go to the CGRF
- Each zonal headquarters has a Zonal Level Forum.
- File in writing, by registered post, email or online.
- The discom web portal or app must link to forum registration and tracking.
- The forum decides within 30 days, and not later than 45 days.
- If you disagree, appeal to the Corporate Level Forum at discom headquarters first.
Appeal to the Ombudsman
- Appeal within 30 days of the forum order, or of the end of the forum's time limit.
- The Ombudsman can accept a late appeal for sufficient cause.
- The Ombudsman office is in Jaipur. You can also use RERC e-filing.
- The Ombudsman decides within 45 days.
Compensation you can get
| If the discom fails to… | Compensation |
|---|---|
| Late new connection or additional power | Rs 300 (LT) |
| Late meter testing | Rs 200 (LT) |
| Billing complaint not solved in time | Rs 75 (LT) |
| Delay beyond twice the set period | Double the amount above |
You must lodge a claim, except for no-current complaints and meter testing, which the discom credits in the next bill (RERC SoP Regulations 2021).
If you think the meter is wrong
- Ask your discom in writing to test the meter.
- The discom arranges the test within 15 days of your request (RERC Supply Code 2021, Reg 9.11(b)).
- The discom charges no test fee when you report the fault.
- The Supply Code fee for testing an LT single-phase meter at your request is Rs 35.
- If you challenge the result, an empanelled NABL lab tests the meter within 15 days on payment of fees. Its result is final.
What we could not confirm
- We found no forum filing fee and no Ombudsman deposit rule in the RERC regulation text.
- We decoded the Ombudsman postal address from a Hindi font file: Vidyut Viniyamak Bhawan, Sahakar Marg, Jaipur 302001. Check it before you post.
- We did not check the AVVNL and JdVVNL helplines.
- RERC regulations download only from the list page. Look for regulation numbers 139, 141 and 143.
Questions
Do I go to the Ombudsman straight after the zonal forum?
No. RERC rules ask you to appeal to the Corporate Level Forum before the Ombudsman.
How much does a meter test cost in Rajasthan?
The RERC Supply Code sets Rs 35 for an LT single-phase meter test at your request.
Is compensation automatic?
Mostly no. You lodge a claim. No-current complaints and meter testing compensation come in your next bill without a claim.
Can my discom cut my supply while I dispute a bill?
Not if you pay under protest. Pay the amount claimed or your average monthly charge for the last six months, whichever is less (Electricity Act s.56(1)).
