FPPAS on your bill
The Electricity (Amendment) Rules, 2022 asked each commission to set a price adjustment formula.
The discom applies the formula each month. The change passes to your bill without a new order. The commission trues it up once a year.
States bill it per unit, as a percentage, or both. MP bills 5.063% of the energy charge for one month from 24 September 2026.
Example: an energy charge of Rs 1,000 with FPPAS at 5.063% adds Rs 50.63.
FPPAS can be negative. Check the discom's monthly notice before you check the bill.
States that use FPPAS
| State or UT | Name on the bill | Latest figure we hold |
|---|---|---|
| Bihar | FPPAS | Bihar’s FPPAS was negative (a reduction) through 2025-26, for example −5.35% for August 2025; no 2026-27 computation has been published. |
| Chhattisgarh | FPPAS | CSPDCL charges FPPAS on energy charges and posted a new FPPAS file on 30 September 2026, but it contains only the supporting power purchase bills, not the percentage. |
| Delhi | FPPAS | BRPL is charging FPPAS at 10% on bills from 1 to 31 October 2026 (for power bought in August 2026). BYPL’s page still shows 17.43%, which DERC allowed for one month from 10 August 2026, and TPDDL has not posted an October notice. The notices do not say what the percentage is charged on, so it is not added. |
| Gujarat | FPPAS | GUVNL’s FPPAS from 1 July 2026 (Rs 2.45 a unit plus 3.99%) is already in the calculation. |
| Haryana | FPPAS | UHBVN (north Haryana) is charging FPPAS of 47 paise a unit “till further order”, except agricultural consumers; non-agricultural consumers using less than 200 units a month are exempt (UHBVN Sales Circular U-09/2026, 19 June 2026). DHBVN’s own circular (D-38/2024) ran to March 2026 and it has not published a continuation, so the calculator does not add it. If your bill shows FPPAS, enter it under “Monthly charges from your bill”. |
| Himachal Pradesh | FPPAS | HPSEBL issues a monthly FPPAS order, but the latest posted is for March 2026 consumption (order of 30 May 2026). Nothing newer is published. |
| Madhya Pradesh | FPPAS | 5.063% (bills for one month from 24 September 2026) |
| Meghalaya | FPPAS | MePDCL bills a monthly FPPAS. The latest published figure is +16.82% for March 2026 bills; nothing for 2026-27 has been posted. |
| Punjab | FPPAS | PSERC’s tariff conditions allow a monthly FPPAS on top of energy charges, but PSPCL has not published a current figure. |
| Rajasthan | Regulatory surcharge (includes FPPAS) | Rajasthan’s regulatory surcharge, which includes FPPAS (Rs 0.70 a unit up to 100 units, Rs 1.00 above), is already in the calculation. |
| Uttar Pradesh | FPPAS | UPPCL’s FPPAS for October 2026 bills is −5.24%, a reduction, for all categories (UPPCL letter No. 501/RAU/IC, 29 September 2026). The letter does not say what the percentage is charged on, so it is not added; you can enter −5.24 under “Monthly charges from your bill”. |
