Electricity complaint in Uttar Pradesh: where to go

In Uttar Pradesh, the UPPCL discoms (PuVVNL, MVVNL, DVVNL, PVVNL and KESCO) supply most areas. Complain on 1912 first, then go to the CGRF and then to the Electricity Ombudsman in Lucknow.

  • 3 steps: discom, forum, Ombudsman
  • Official numbers and addresses
  • Checked 16 October 2026

Contact UPPCL

The steps, in order

  1. Complain to your discom

    • Call 1912 or 1800-410-1912, or register on 1912.uppcl.org.
    • You can also message your discom's WhatsApp number.
    • Write down your complaint number.
  2. Go to the CGRF

    • Find your forum on the UPPCL CGRF page, or file online at cgrf.uppcl.org.
    • File in writing or online.
    • We read the forum time limits and fees from a scanned copy. See the notes below.
  3. Appeal to the Ombudsman

    • Appeal within 30 days of the forum order.
    • If the forum order asks you to pay an amount, deposit 33% of it first.
    • Amounts you paid under an interim order count toward the 33%.
    • The Ombudsman office is in Lucknow.
    • The Ombudsman decides as early as possible, preferably within 3 months.

Compensation you can get

If the discom fails to…Compensation
Late new connection from the existing networkRs 100 per day
Defective meter not replaced after the test reportRs 50 per day
Billing complaint not solved in timeRs 50 per day
Fictitious arrear carried forwardRs 100 per billing cycle

You must claim compensation in the prescribed format; it is not automatic (UPERC Standards of Performance Regulations, 2019, Reg 8.1).

If you think the meter is wrong

  • Ask for a meter test on the UPPCL meter-related service request page.
  • The national rules require a test within 30 days of your complaint.
  • If the readings do not match your use, the discom must install a check meter within 5 days.

What we could not confirm

  • We read the UPERC CGRF Regulations 2022 from a scanned copy. They say the forum decides preferably within 30 days, and within 45 days at most. Check with your discom.
  • The same scanned copy shows a forum fee of Rs 25 per kW (up to Rs 50) for residential consumers. A 2025 UPERC order, also scanned, removes the fee for compensation grievances.
  • The scanned 2022 copy shows forums at sub-division, division, circle, zone and company level. The level depends on the type and amount of the grievance.
  • The scanned copy also lets you go to the Ombudsman if the forum does not decide in 45 days.
  • We found no official postal address for the Ombudsman in Lucknow.
  • We took the compensation amounts from the MVVNL complaint manual (2020), which copies UPERC Schedule III. We did not check later amendments.
  • A scanned UPERC order says you can go to the CGRF if the discom does not pay a claim in 45 days. Check this with your discom.
  • We did not find the UP meter testing fee.
