Electricity complaint in Maharashtra: where to go

In most of Maharashtra, MSEDCL (Mahavitaran) supplies electricity; in Mumbai, BEST, Tata Power and Adani Electricity also supply. Complain to your supplier first, then go to its CGRF and then to the Electricity Ombudsman.

  • 3 steps: discom, forum, Ombudsman
  • Official numbers and addresses

Contact MSEDCL

  2. Go to the CGRF

    • Each distribution circle has one forum. The Chairperson comes from outside the licensee.

    • File in person, by post, email, fax or web portal, in the Schedule A format.
    • File within 2 years of the cause of action.
    • We found no filing fee in the MERC regulations.

What we could not confirm

  • The Mumbai Ombudsman website still shows the old area list. The MERC notification of 27 March 2026 applies.
  • We found the 2024 forum amendment only in Marathi, with an English explanatory memorandum.
  • We did not check the helplines and portals of BEST, Tata Power and Adani Electricity.

Questions

Do I have to wait for MSEDCL before I go to the forum?

No. MERC rules let you approach the forum directly. You can also go after 3 days for supply complaints or 15 days for others.

Which Ombudsman office do I use?

Mumbai covers Konkan, Nashik and Pune division districts. Nagpur covers Vidarbha and Marathwada (MERC notification, 27 March 2026).

Does everyone get compensation?

MERC pays compensation only to consumers with no arrears who paid bills on time in the last year. Consumers who paid late with a delayed payment charge get half.

Can MSEDCL cut my supply while I dispute a bill?

Not if you pay under protest. Pay the amount claimed or your average monthly charge for the last six months, whichever is less (Electricity Act s.56(1)).
